youtube serves video from per-viewer hostnames that only resolve on the network they were issued for, and signs each media URL against the client that asked for it. a proxy can't fetch either, which is why video fails in the page viewer. the embed sidesteps the problem by letting youtube talk to your browser directly. it needs youtube itself to be reachable from your network; if youtube is blocked rather than broken, this will be blocked too.
